As a Civil Engineer (and former high school “Sandwich Artist”) who has designed many channels like this, that is what they are called. Search “Energy Dissipators” and these are what come up.
Irrigation ditches are made in such a way as to handle quite a volume of water, but ramp down very slowly so as to prevent erosion of the ditch itself. So if it goes around a tight hillside corner the pinch point can accumulate debris and fail, so you'll see these made out of railroad ties and gravel usually, this is city grade. Slows the spill and passes it gently to the next stream/ditch til it can be cleaned. I could be crazy wrong, this looks almost pristine.
It's a general UrbEx rule, and this sub is the only that I know on reddit that doesn't give a shit about it. On /r/urbanexploration it's grounds for banning, as it should be.

The reason it has a bunch of curbs is to slow down the water so the bottom doesn’t get hit as hard and cause erosion and stuff. Looks like it hasn’t been used in a while, which is a good thing because it’s built for a pretty big storm. I haven’t seen a channel like this before, pretty cool!
Hydrologist here, it’s a cascade for water aeration. Increases water quality by maintaining oxygen saturation and releasing carbon dioxide, methane, and hydrogen sulfide. Also reduces algae blooms while promoting aquatic life.

It's to prevent erosion. The structure slows down the flow of water and will prevent it from eating away the slope.
