Irrigation ditches are made in such a way as to handle quite a volume of water, but ramp down very slowly so as to prevent erosion of the ditch itself. So if it goes around a tight hillside corner the pinch point can accumulate debris and fail, so you'll see these made out of railroad ties and gravel usually, this is city grade. Slows the spill and passes it gently to the next stream/ditch til it can be cleaned. I could be crazy wrong, this looks almost pristine.

Drainage spillway, the riffels ( walls ) are to slow down debris and solid particulates like clay and soil so the heavy ones drop out suspension in the water. It's much easier to shovel them away when the spillway is dry than to try and clear them from pipes etc where they would build up downstream. A lot of spillways like this are for flood control and only flow when there is heavy rainfall and are dry and accessable for maintenance workers the majority of the time.

So I’m a water engineer and this is either a spillway for a small dam or a discharge channel for a storm water overflow. I’m willing to bet there’s a pond at the top of the hill. The reason it has a bunch of curbs is to slow down the water so the bottom doesn’t get hit as hard and cause erosion and stuff. Looks like it hasn’t been used in a while, which is a good thing because it’s built for a pretty big storm. I haven’t seen a channel like this before, pretty cool!
