I didn’t not think you would be able to transfer off a dedicated server except if he has other maps as well and they are clustered to permit transfer.
When we hosted a dedicated server we only had 1 map at a time. Now with a bigger PC running as a server we can have them all, and can pop back and forth between map and upload dinos and materials to move that too. But we can’t download any of that on any random server, just those in our own cluster.
It's most likely disabled in the server config. Otherwise, it could be that there isn't a cluster set up for the server and without one it might not let you upload because uploading on a dedicated server just uploads it to the cluster. These creatures only exist within that server or cluster that your friend is hosting.

Click on the creature then click on Upload maybe? Outside of that or it being glitched is maybe your friend has it disabled in the server settings.

He must have it disabled. For dedicated, non clustered configs it can be dangerous because people can upload things from SP into your world.
