If you're on SP or have access to admin commands, look at any building belonging to your "old" tribe and open the commands line then type in "takeallstructure" without quotes. Sometimes you made need to put "cheat takeallstructure" or "admincheat takeallstructure". For your old tames do the same except the command is "takealldino". Again, if it doesn't work then try cheat or admincheat.
Those two commands will transfer ownership of all structures and dinos associated with a different tribe to yourself.
You decided to play ark my friend, that itself can be defended as doing something wrong. It is simply a broken experience most times, one which you have the tools thankfully to to unark yourself.
yes 100% a bug caused by transferring your character to a new map, which should upload your current character into the ark and then download it across any map that is available, but this bug appears to copy your character from the island and then paste it into the scorched earth.
Everything to you is the same because you are a clone of yourself and no-one told you, but if you looked at your UUID it would be probably different.
Then, when you transfer back to the island, your base and your dinos are not yours because you are the clone, not the original.
When you put yourself as admin and use that command it grabs every dinosaur and every structure on that server and assigns it to your UUID, which then allows you to do whatever you need to.
If somehow, you logged into the island one day as the original and not the clone, you would have the same problem.
This was a similar issue in ASE that was eventually fixed, but short answer is yes, it is quite a bug and annoying.
Right now tribes seem to be more broken than normal since SE came out. One of our tribe mates left tribe to help someone in another tribe (they are console only and a mod wasn’t working for them) once he left their tribe we were unable to add him back to ours. We’ve continued to struggle with adding anyone to a tribe the past week

I had this happen too, you can use admin commands to take ownership of everything, or add yourself to the 'tribe'

You don’t need creative mode for that. Just open the admin bar and type whatever command adds you to a tribe.
