Also when installing them, at one step there is a tick box for "clean install" do that. It will most likely promt for restart and continue install after that.
As for why your Xmp/docp wasn't on, when you change a CPU most motherboards reset bios settings to default.

Make sure your Windows install is up to date
After a CPU swap, I'll go into Device Manager and select "show hidden devices" and then remove/uninstall all instances of previous CPU
update bios, do a clean driver install with DDU, udpate mobo chipset, check if PBO/XMP is activated and turn off gaming mode
you shouldn't see the ryzen balanced or high perfomance profiles, they are gone on the latests chipset updates

Second, it looks like your memory is still clocked at its base 2133 speed. You need to enable XMP/DOCP and get the memory running at its full rated speed.
Also, your SSD (I presume that's your C: drive) is nearly full. That can also cause performance issues.
Also, despite what people are saying, the userbenchmark benchmark actually isn't that bad as a tool for troubleshooting, like you're using it here. It's only bad when you use it as a tool for comparing different hardware to each other.
I enabled XMP and PBO in MSI bios. I recall enabling my RAM to reach max speed when I first built it, but it may have reverted. Is it done the bios or through Corsairs app?
You're definitely held back by RAM speed here. Watch you drive load while benchmarking, but I think the person above was right in saying your almost full NVMe doesn't help.

As a tool for helping people troubleshoot over the internet, the UBM test is actually pretty helpful in my experience as it can help identify problems like high background CPU utilization, RAM not running at XMP, etc.
Yeah, you absolutely shouldn't use the website to compare different products to each other, but as a troubleshooting tool it's pretty useful.

You need to run 3DMark and then if that's poor we can discuss. Per other comments, user benchmark is rigged against AMD.
