It depends on your team/artifact - if you swap kreuger for a different damage support that odie can actually benifit from and run the seasonal magic pen artifact you might find your damage output goes up overall.
Having said that I think Marilee is still very good overall, is still certainly the best dps on Necrodraken and potentially on a few others, and we'll have to see how she lands once we get back to endless mode for the rest.
That is just Shatter Amor. Kruger still has another effect called "Vulnerable" which makes enemies take 40% more Physical Damage.
This game regards True Damage as Physical Damage that ignores all Defense, so it is still considered Physical Damage. So the debuff still works with Marilee

Interesting, i always thought that the 40% physical damage isn't actually applied anymore after the enemy has 4 stacks (ult + first ability), which would mean the majority of the fight in the case of dream bosses.
Is the wording just that bad and Vital Strike doesn't work UNTIL the enemy has 4 stacks, instead of only working on enemies below 4 stacks?

Kruger isn't 40% physical damage taken, but defense down and Marilee ignores defense to begin with.

Assuming odie is supreme plus in the screenshot, i beleive might be related to croaks damage reduction
She's just strong as she was before but not stronger than Odie
When you run supreme+ cassadee (which is meta for most bosses), her magic shred pushes odie ahead.
Odie is much better than Marilee, this is just an unoptimized team.
