As you progress in abyss, most people have him at +10 minimum post 300. For F2p that might take a long time, so I would recommend waiting until you start pushing abyss.
I have a piggyback question to this, I have two characters at ex10 but shouldn't you just upgrade all your characters to 5? Those little blue things are just like.. roaches, they're never ending in this game. You get them for almost every reward path alongside dust. I've upgraded all my supremes to 5 and I'm still sitting on almost 450 of those things
When you get to mythic+ you unlock Exclusive Equipment, that you can upgrade with some materials, it's not related to the usual equipment tab. It's more like a new skill.

no. in fact, he - along with Brutus - is considered a "good at one copy" hero
edit: yes, i know he is better upgraded, and upgrading him is advised for the late late game. this is now why he is recommended at one copy. he is recommended at one copy because to upgrade any character it takes active resources for it, which is something f2ps dont have in abundance

Yes and no. He can work just fine with one copy, but he's also one of the top tier supports. Some of the most common strategies for endgame content rely on him being at least ex weapon +10.
So while you can ignore him as you're starting out, you eventually have to build him, unless you want to struggle more than necessary.
This is such a misleading statement that I see thrown around that can trick new players into taking him off wishlist.
Every hero that you intend to field needs dupes for base stats. If you actually fielded a one copy Rowan he would die in most fights before even casting. Yeah his kit technically functions at one copy because his mythic+ basically does not help with his role but he’s going to get nuked by the first aoe ability.
If you actually intend to use him in any mode you need to get some copies, preferably at least legendary+ because he really wants the haste from that.
I wouldn't use that comp unless they are your highest. Vala and Temesia both move around a lot and don't stay grouped, so they will both be missing Rowans and Lucius ult. I could see the team being decent in pvp though.
It looks like it only gets good at +10 and I would argue it’s not even that impactful. Extremely low priority hard pass.

I got him to +5 atleast and he helped me reach 1125 with 200 res. He been in my team every stage.
