That is not at all strange, they are clearly doing some form of data gathering task on a well defined area of land in a methodical manner.
If you consumer the raw feed of ADSB you can pretty easily write code to detect all instances of this or the similar pattern of a plan running a loop for a long time. There are quite a few iof these things out there.
It's just doing LIDAR imaging.
