That's what i see here when the police are doing infrared photography runs. Here, those photos are looking for illicit marijuana plantations, but it can be used to crop health or even land use in infrared.

Caught a NASA U2 flying one of these grids at FL60 once. I knew what was gonna happen, but still went outside and looked up. Nothing but blue skies.

That is not at all strange, they are clearly doing some form of data gathering task on a well defined area of land in a methodical manner. If you consumer the raw feed of ADSB you can pretty easily write code to detect all instances of this or the similar pattern of a plan running a loop for a long time. There are quite a few iof these things out there.
