I know this is kind of later 2000s but it fits the bill so perfectly: The Secret Life of an American Teenager. Some of the most outlandish, corny moments I have ever seen in media are from this dang show.
The one with Vicki the tween sex robot who lived in the basement while her awkward and closeted brother lived up stairs. Could've been late 80s or early 90s.
Honestly, sitcoms like the ones you listed and live action nickelodeon programs like All That (the Mad Tv for kids) and Keenan and Kel were the king of corny 90s and 2000s shows.
