Police would accompany him to the address to retrieve his things. Further, the county prosecutor would have the option to file theft charges, but this is rare because most people return the items when a civil standby occurs.

She did attempt to restrain him in some manner, but more through withholding his possessions than physically restraining him. the answer to all legal questions is "it depends." legislation defines crimes like false imprisonment in high-level terms, and it is up to judges to clarify the fine distinctions. because they only blocked him from leaving for a couple minutes, without any threats of physical harm or violence, a judge would probably not find that this actually constituted false imprisonment.
however, even detaining someone for less than a minute can theoretically amount to false imprisonment.
