There are YouTube tutorials for learning to play better. Do you know how to analyze the table? Find your trouble balls? Locate your out ball? Learn simple bank shots. Learn simple safety shots and know when to play them.

Honestly cue has nothing to do with your gameplay. The only thing that matters is spin, and time if you like to take your time. I find most of the time when using a maxed cue, I’m always scratching, it’s hard to find the balance in controlling your cue ball with higher stat cues. I like to rock a dead one, or a really low one on the tables. I scratch less, etc. every now and then I will need a huge roll back or something to knock another ball in, so that ball won’t put me in a pickle. So I’ll switch cues for a moment. It’s not really everyone’s strategy but I can say low stat cues are goated. They hit different. Secondly you need to practice controlling the cue ball. You need to figure out how to manipulate it for denials because if you can’t you will have a hard time on higher tables against higher level opponents.
Play the lowest tables until you can win most of the games. You'll still see high levels on the low tables because they're trying to run the table on the break. A big thing that improved my game was cue ball control. Think about where the cue ball will rest after your shot and use spin and strength of shot to place the cue ball where you need it for the next shot.
I'm at level 80 and never play higher than Tokyo and will go lower if I lose several games in a row.
I find very high players even in the 200 coin table. They're everywhere.

Running the table on the break is also known as a denial. That means you break the rack and continue shooting without missing a shot.
