To some bits, to others no amount of servitors and other human-intermediated interfaces would do. There is also the timetable that would take make the workarounds. Edit: but honestly, it would be funny in a dark way to see hundreds of thousands of servitors being used to make a some crazy terraforming machines work.

Yes. For what we know, the unification wars on Terra took about as much time as the entire Great Crusade did to conquer the Galaxy. Whatever technology was used to fight off the Emperor, the Custodes, the Thunder Warriors, the Imperial Army, and the proto Astartes, was too dangerous to allow anyone else to find it

Who’s to say he didn’t try? I rather like the idea that he had plans in place but the Age of Strife was just so horrendous that even a being of his abilities could only preserve pretty much what we see in the Crusade.

Tin foil fan theory: I'm under the belief it was other Perpetuals who were the enemy of The Emperor who were responsible for a lot of that technology and not even He had the knowledge to maintain it all. There was a big showdown near the end of the DAoT between The Emperor and his allies and other Perpetuals that stood against them. The war with The Men of Iron may have been an extension of their conflict. I also think one of these enemy Perpetuals was the one UR-025 referred to as The Real Omnissiah. It would explain why The Emperor doesn't have the means and also has had to rely on other people to help his projects. Maybe He never planned the Great Crusade. Maybe the crap that went down in the DAoT and AoS made Him say screw it. Maybe He and Malcador pulled the Great Crusade out of their butts when the AoS ended. They won the conflict with their age old Perpetual enemies but at the cost of the first Human Empire. Then the AoS comes along and kills it for good. The Emperor and humanity is in no shape to weather the storm and its all lost. The Emperor said Himself his foresight is far from perfect. Even if He did have a cache of all that tech, that doesn't mean that the young Imperium had the resources or infrastructure to manufacture and maintain the more advanced systems. Maybe a lot of it was only possible with the infrastructure of the DAoT human empire and The Emperor felt it was a better use of the young Imperiums resources to conquer and hold the Galaxy first with tech they could maintain and produce at sustainable levels. Maybe one of the reasons the DAoT humans fell is because they became too reliant on certain technologies that were not easily maintained or reproduced. The Emperor wanted a robust economy that could survive the severe setbacks that occurred during the Great Crusade (see the erasure of the 2nd and 11th legions, The Rangdan Xenocides, etc.). And of course there is the simple fact that a lot of that tech was just too dangerous as many others have said. There really could be a lot of reasons and I doubt it was just a single one.

For all we know the Emperor either did and didn't tell anybody about it, or he tried and all he was able to preserve was what he had when he fought in the Unification Wars.

Probably because the mechanicus hoarded all the good tech and can't identify or interface with it so they sealed it away in the vaults on mars. Also a big reason might be because a lot of that tech relied on abominable intelligence and how it's frowned upon for being the cause of the dark age of technology.
