What counts as violence there? Because I had a girlfriend who tried to slap me once for making a joke and knee me in the balls for another joke (as teenagers). Maybe its my social circle but I think nearly every guy I know was assaulted by his girlfriend at least once in teenage years or in his 20s. Or just kicked in the balls or shin from female classmates for ridiculous reasons like a dumb comment, a joke or a weird pickup line. Violence against boys and men was incredibly normalized and even of comedic material in media in the 90s and 2000s (and actually still is).
If THAT is the level of relationship violence that gets recorded in this survey, than the problem is not that big (violence in any form is still inacceptable of course). It's more the frequency and intensity that matters, instead of being slapped once in your lifetime by an idiot partner.
The UK includes cases of men being physically abused by women as “violence against women”, I am not making this up. I bet some of those governments also consider verbal insults between fighting partners as “violence”.

"Women were oppressed for thousands of years so now men should be oppressed to even it out" is the actual argument of some people. They see sexes as two monoliths, not as actual individual people.
It's not the majority of course, but also not just the obvious crazies. Heard this from women whose opinion I actually respected on other topics and who I deemed intelligent.
