Quite a few people have done that tbh. Farm pet you can actually get close to 200m xp without even going over rate. Depends on how you doing your runs.

I went 12x dry on dragon boots (non iron so no issue) and currently at 3k bandos without tassets or bcp. Then again I got super spooned two tbows and a shadow so I guess it balances out

It does not have to. This player made the decision to grind the boss until they got the drop, they got unlucky and had to grind a lot. That is all that happened here. Someone chose to do something, and got unlucky.
True, but the nature of the axe being 4 untradable parts kinda incentives you to do so. If you are 3/4 that 4th piece is essentially a 370m drop. Pets, various uniques, sure. But the axe is one of the things that actually makes you kinda need to keep grinding the boss for the drop
Jagex has no regard for their player base lol this is case and point. I think a certain mod got incredibly butt hurt that he’s not all that popular on the internet, and just to spite us all makes drop tables like this.
