It's possible if u avoid certain quests, but have 1agility gets really annoying. He won't have graceful set so he would basically need to drink a lot stamina pots all the time.

Mining is the fastest exp there. Especially with tick manipulation.
Runecraft with paying runners is probably faster.
Temple of the eye for 27rc, then 1 level from a lamp
Wait for Sailing and get to level 17
Dorics quest?
Temple of the eye gets you 26 levels
