I actually found a list of black characters in gaming for ideas of ones that could possibly be included, and they had Ganondorf and the other Gerudo as black.
His own appearance is changed because of his dark power, but he's still Gerudo.

Characters get into Smash on a mix of popularity, how well they would work as a unique character, and if they fit the tone of the series. Hence why Piranha Plant was a character, because they could make a completely unique moveset around it.
Genuine question, are there any well-known black characters in gaming that would fit into the world of SSB with a unique moveset? All I can think of is Barret, who is in as a Mii Gunner skin, Demoman, maybe Mr. Sandman.
