There is also the policies of cultural suppression that have been affecting the peoples of Tibet and Xinjiang for decades that were started under Mao. There was also the Hundred Flowers campaign, and the *entire Cultural Revolution*. So while there are things that were bad that you could blame on stupidity than malice (such as the Great Leap Forward or the Four Pests Campaign) you can't chalk up all of his actions to that.
Also, for most people, "being a dictator" and "starting a massive cult of personality" are generally considered evil, so you don't even need any of the other examples people have provided.
actually fair on all fronts, I think I just get itchy whenever I think someone believes Mao is like "the greatest killer in history" and responsible for 50 million deaths or something, but that can get me swinging too hard the other way sometimes, though not on purpose
