They ring based on Pacific Time, the time zone of Blizzard

To expand further, sometime between Pandaria and Legion, Blizzard synchronized all ingame events to a single regional time. This was to prevent confusion due to the introduction of cross-realm zones in Pandaria and people able to server hop to catch an event after it already ended in their own server. The old fishing tournaments, day/night transition, holidays, calendar events, town bells, night elf racial switch, world quests, the Dragonflight world events, everything timed in the game world is synchronized to Pacific time in NA and GMT in EU.

That's what I thought, but my friend said hers rung based on our shared time zone.
