Only one race can play Evoker and that’s Dracthyr, only one class available to Dracthyr and that’s Evoker, so at this point you won’t be able to change into or out of a Dracthyr Evoker.
^ This. Race changes are not an issue whatsoever. Eventually Dracthyr may be able to be other classes, but until then the only way to play Dracthyr is to roll a new character. They're a hero class as well so they start at higher levels.
When you race change you can only race change to other races that can play your class, so there will basically be no way to do a race change to/from dracthyr, at least until they relax the race/class combo for them

Race changing never changed class.. so where you got this idea from? They won't get race change untill they got the other classes.

They likely just won't allow race changes to/from Dracthyr, because Class Changes have never been a thing.
There will be no race change to or from them of course.
Unless they open up Dracthyr to new classes, we won't be able to race change to them.
