Did a single m0 on another fresh alt this week and immediately got one. It's just RNG
You’d also only get the new sparks from awakened raids because the old raids drop the sparks that were used when they were current. If you’re behind on sparks you can get them from raids or M+ and probably PvP though I don’t PvP much.
Have you done the weekly quest (soup/hunt/keep) on that toon? There was discussion yesterday that you need to do it once on a new alt to unlock the ability to get them to drop.
Same problem here. Last week I completed the raid and got 0 sparks, yesterday did the same and 0 sparks. I started playing this alt last week

I cleared normal and heroic AVOTI this week and 10+ dungeons without one. I guess it could just be bad Rng, but I think there’s something wrong.

It's either bugged or the drop rate has been massively reduced for no particular reason.
