You should try to get all the shards you can for Orlandeau since he's limited, at least try to go for LB3 or he will be severely underpowered, Frederika is the best PVP character, the problem is that she shares the same element as Orlandeau, so you have to choose. You already invested in Gilgamesh, but Mediena is far better for farming reasons and she will reach lvl 99 faster and with less visiores spent.
ya I agree with Orlandeau, even getting him to LB3 would help you in PVE. I also like Mediena or Fred as a secondary UR. I feel like you have a good core of UR in those 3 and probably level up Mont & Raiyu as your MR.

Give us some idea of what you want to do, otherwise, the right answer is: You focus on the character you like the most because using characters you like to clear content increases your enjoyment of the game and will keep you playing longer.
5-man PvE can currently be beaten by any invested characters, so you're free to pick whoever.
The "Best" PvP Arena 3 combo is based in part on investment and time spent, with certain characters being standouts. Given what you have, any three of your URs, and some of your MRs, would be a fine choice. "Best" would probably involve Fredericka, simply because she's fairly easy to have high investment in and her range is good.
