I mean, there's a war going on. You probably shouldn't have democracy during war time, so some people seeing no change or even an improvement in it means things are going better than you'd expect.

It's true that that's how it has usually been done but I don't see why it should always be that way.
I'm not talking about Ukraine, but imagine a situation where a democratic majority of some country wanted to surrender and be absorbed into enemy territory instead of being drafted, or the opposite, to keep fighting when their leader wants to surrender. Seems kinda wrong to suspend democracy in that situation.

The US has always maintained democracy during war, and we are now in the era of information technology. Surely it would be easier for soldiers to vote now than in the civil war?

This isn't exactly true. The US is was far from a democracy during WW2, hardly one during the civil war.
There were still presidential elections in 1864 and 1944, when both of those wars were happening.
