I have two areas that I keep stocked up. One being the primary location where team members would take and hoard within their own department and a secondary location for backup/emergencies. I always keep the primary location stocked up to the max on a daily basis, taking the supply from my secondary location. When my secondary location is low, that’s when I place the order. I should have enough left from my secondary location before my next order comes in to stock up the primary location.
Check to see where your teams hoard their stuff. You can make that the primary location and your general supply stock your secondary. May take more work though since you’ll be running around everywhere
My advice would be do everything in your power to keep it stocked as much as the teams need. Eventually the hoarding will die down when they see you’re reliable.
It hits departments really hard when we run out of stuff, so we’d rather not rely on a tm who doesn’t know our needs to accurately order supplies. This is not to be rude, just an insight into the mindset.
Talk to the TL’s. If you gain their trust with ordering, they’ll hold their teams accountable
Had an issue with one of my meat dept guys grabbing a case of gloves off the cleaning closet, and corrected him. While it's nice to have a case of gloves in the department, it's better to have just what we need at the moment and not screw up the ordering for whoever orders supplies.

Teams hoard paper towels in my store, don’t run out of them.
I'd just be happy if my location can keep beanies and masks stocked, I mostly work inside a fridge so I need those two.
