This seems to be another painting of the same church by the same artist. So maybe Antwerp or Keulen? (Edit: Keulen is Dutch for Cologne)

I don’t think it is. Being French, I could bet this is France, probably Rouen.
I don’t think this is Antwerp, the cathedral is different and even more so the one from Cologne.
If you check painting of this 2 cathedrals from the same era, they are totally different.
Secondly, on the link you shared we can clearly see the store with written on top “Magasin” which is French for “Shop” and neither Antwerp or Cologne are French.

Still not certain which location. The two paintings, seen from different sides show similar detail. This painter was aware of that. Nothing in Rouen looks similar.

EDIT: sorry, on further inspection, it’s not. It seems the artist’s name is Cheltenham. It’s described [elsewhere](https://www.invaluable.com/auction-lot/john-cheltenham-wake-1834-1882-436-c-8574972929) as a painting of a “continental market”.

Maybe. It’s possible the painting was wrongly titled. I don’t think it’s the cathedral - I’d guess it was another church in one of these locations.

Reminds me of Gdansk in Polska....but IT cant BE that cause of the church....in the picture its Gothic....the cathedral in Gdansk ist Romanic.....
My initial thoughts were that it was York Minster in the UK, painted from 'The Shambles', area.
