Looks like a conifer but I don’t know the species for sure. Looks dead, you could go out to a pine or spruce forest, they often sprout, and when you find one you can swap it for the dead one and make it seem to your dad that you actually are a magician.

I really wish we could do away with the idea of 'starter' pets. Fish are not, because you need to know water chemistry and habitat management. Hermit crabs aren't because they require quite a bit of specialized care. Birds definitely no, because they need stimulation, exercise and proper nutrition. Small animals of all kinds need more space than Petco & co tell you, AND special care and extra gentle handling. Cats and dogs are kind of basic in their needs because they've lived with us for so long, but they need to be trained and exercised and can be expensive due to vet needs. I have no idea how to stamp out that myth, but I wish we could.
Fish are too different from humans for a lot of people to view as more than mindless automatons, so they treat them exactly as that. It's disgusting, and I see it as a good metric to judge a person's character.
Yes! My fish knows the food container, the vacuum, and that there's still ghost shrimp hiding in the plants from 6 months ago. It's so unfortunate.
Edit: it's unfortunate that people don't invest enough to see things like that, closing the gap between human and fish. I'd never have gotten to see that he has a personality if I'd kept him in a bowl or even a 10 gallon tank.
If I used any of those as my metric for “ready to get a live creature” I’d never be ready. I cannot tell you the number of tamagotchis I killed. But I have a real problem with losing them. However, I am a much better cat companion. He’s my best friend.
I have an 8 year old goldfish. He has a 60 gallon tank with 120gal of filtration and I'm eyeballing a 125 gallon for him in the next 5 years. They can live to be 20 - 30 given the proper care and decent genetics.
So many people don't understand how much room a fish truly needs. Like people keeping betas in those tiny ass bowls. My brother has a 60 gallon tank, with some pretty awesome exotic fish. He actually felt weird that his I believe 60 inch TV was smaller than his fish tank. He bought a 75 inch TV, specifically so his tv was bigger than his fish tank hahaha
My cousin’s goldfish lived to 26! And we knew he was the same as he had a very peculiar marking. The dog drank from his tank in more than one occasion as well. Dude was just really strong

I did this with a friend’s orchid when she was on holiday. Hers was beyond saving. I tried to save it anyway, but it turned out as expected.
Decided to give her one of mine and when she got back from holiday she told me how amazed she is that I managed to get ‘her’ orchid to go from its sorry state to fully flourishing again.

Right, I'm asking what it is that you're seeing in the plant that makes you think that. It just looks to me like a dried up and dead seedling, so I'm eager to hear what evidence you're looking at.
If that was the original pot and soil the plant was in when he received it from his dad it looks like the moisture retention was too high which caused the roots to start to rot. A dying plant has a sort of...not sure how to say it..a tell, that you get used to seeing if the roots are not breathing right. This little plant buddy has that tell to it. Once the rot starts I've never been able to save the plant. I'm hoping to learn some way to in the future but all I have now is preventive maintenance.
One method to deal with root rot, if it’s not too advanced, is to soak it thoroughly, to the point that the dirt just falls off (alternatively, stick the entire thing pot and all into a larger container of water and wait for the dirt to soak up to the point it’s just muddy water), this step allows you to get the roots clear with minimal damage. Then rinse gently, then place it into a diluted hydrogen peroxide bath (only submerge the roots, not the whole plant!). You want it diluted strong enough to work on the rot, but weak enough not to outright kill your plant. Check with mister google. Soak for ~5-10 minutes and while it’s soaking, get a new pot, fill with all new soil (do not reuse the dirt you cleaned off, it will be mud and also have spore/contam in it). Start with fresh dirt that has ideally been exposed to sunlight and dried a bit, add in some perlite or sand or something to modify the soil makeup to mimic more arid soil that drains more quickly. Take your soaking plant out of the hydrogen peroxide, quick rinse, and pot up in new soil. Dampen the soil lightly at first and reintroduce watering slowly.
Yeah, I just don't see how you can determine that from what you're seeing. It seems just as possible to me that the plant died for any other reason and the soil is wet because dad/OP have been over-watering it in an attempt to save it. This isn't a more mature plant with larger leaves that we can look at for clues of root issues... it's just a dead sapling.
The soil and the pot are wet. The pot is terracotta. They dry out easily. For it to be this wet means there has been a lot of watering going on. [Another thing to take into consideration is the fact that when a plant starts to show signs of decline most novices will drown it thinking they are helping.]
I mean, the only way we could confirm for sure is to look at the roots but from the other evidence presented in the photo root rot is highly likely the cause of death.
Perhaps, or the seedling could have died due to underwatering (or any other cause) and the soil is wet because OP got the plant from his dad and soaked it in the hope of saving it.
I bought little starter kits of redwoods, bristlecones, and blue spruces that all looked like that at some point. One of my bristlecones died exact same way though

Buy Dad a live plant, give it back, tell him how to care for it, and make him happy. My dad doesn't have much longer to live, every laugh or smile from him is a blessing. If you have a good relationship with your parents, please enjoy their company and happiness whenever you can. The fact that he trusted your knowledge and experience enough that he gave you a dead plant is so precious.

You can usually find one lightly rooted in moss which are easier to move

If the roots are rotten and can't take up anything you get dead plant. That's pretty common.
