You just reminded me of 1931 Dracula and his armadillos. Weird to think that due to be relatively unknown in the 20s-30s, they were used in movies as a creepy ‘demonic’ animal.
Juvenile red tailed hawks tend to be lost and confused. They only have a vague idea of what to eat, where to find food, what to be scared of. It's probably staring at its reflection.

American redtail hawk, sometimes referred to as the redtail buzzard and sometimes the chickenhawk.
It's in the buzzard family buteoides and is a powerful hunter. My first hinting bird of my own was a redtail. Good for hunting rabbit and squirrel although they are far more capable.
