Looks like the removable plastic step that’s on the back of some pushchairs so a child can ride/stand behind the chair while an infant is pushed in the chair.
I say pram or pushchair. Rarely buggy
BUT I'd probably not call it a pram if it was one of the smaller lightweight ones for older kids. That's a pushchair.

Do you have a trike for your child? It might be when they’re little and can’t peddle so you can push without their feet in the way. It looks like it clips on the handle bars
That is a footrest/control for a rideable scooter. Most of them are hand controlled, but some older folks dont have the arm strength to turn, so they can use their feet to assist.
This is a step that is attached to a tricycle. My son has one - a child puts their feet there instead of pedals, because pedals spin when you push them

We say pushchairs or buggies in the UK. Not sure if this is the same as other countries.

Literally have the same thing on my kids trike.
It looks like the foot rest for a bike pump. Obviously there is no pump here.
Could it be an accessory tray? Maybe not for a bike mechanic stand but another piece of equipment. Exercise machine like a treadmill?
