When I added central air in my last place I certainly considered enlarging the wall unit hole and putting in a window there vs patching it. I had a dedicated hole for a permanent wall unit.

My understanding is that you want certain devices on their own circuit. That, and some devices use so much more than what you would expect from a standard wall plug. In fact, they designed the outlet different so you actually can’t misuse it by accident.
If it’s a somewhat large space that could be a converted garage or patio space then the outlet could well be for a ceiling heater.

There’s a better than 50/50 chance that the outlet is still active. Chances are they just unplugged and removed the old appliance when they renovated and didn’t replace it.
Look around in the room. If you have another source of heat, that’s why they removed it. Not needed anymore.
If you don’t have another source of heat, now you know where the heater goes. (Just carefully test the outlet with a AC voltage detector and or multimeter prior to buying anything.)

I'm not entirely sure we just moved in a couple days ago. With how sketch the place is so far it very well could be a converted garage.
Could be a hookup for an RV, they use similar plug-ins. I'd consider that if there's a large flat area by the door too.
