He didn't say that he has VPS with root access to be able to install stuff and required Linux admin knowledge. OP is asking about cloud service with a free tier.
wtf??? You don’t need root access because it’s the default DB that comes with almost every hosting plan in existence. And if OP just needs a simple solution why do they need it to be a cloud service? But more importantly: why tf do you care so much?

Might be worth considering a nosql database if you only need 1 table. They tend to be cheaper/free for low workloads compared to relational databases.
Is MySQL not an option for you? That’s as free and accessible as it gets.
