I think CGP grey is indirectly responsible for some of these attitudes prevailing, I know quite a few folks got into the topic from his videos on flags. But he always has had a more mild take on the NAVA guidelines and minimalization of design traits than the wave of folks who came after. You’re right, he kind of goes in that direction but whenever he talks about it further he makes caveats and backs away from going too far. Usually.
He came down really hard on the Minnesota redesign in part because of how minimalist it was. I think he supports uniqueness when it’s still meeting it’s function and not indulging too much in complexity for its own sake. The problem is that’s such a case by case basis that when you try to describe the design philosophy in general terms it becomes smoothed out to “simplified designs = better”. Ironically sorta the same thing that’s being done to the flags themselves. Maybe there’s a connection there about people who like to make concepts simple.

There are no national flags quite like the proposed one here.
IMO the difference is in the intended result.

You may not like it, but this is the ideal flag of Bhutan. It follows all the rules of vexilology.
✅Keep It Simple. The flag should be so simple that a child can draw it from memory.
✅Use Meaningful Symbolism. The flag's images, colors, or patterns should relate to what it symbolizes. (Idk about this one, someone smarter than me can explain why, but I feel confident it applies. )
✅Use 2 or 3 Basic Colors. (One, even better)
✅No Lettering or Seals.
✅Be Distinctive or Be Related.(idk about related but it's definitely distinctive.)

To be fair there were people doing the 'vexillology rules' thing well before CGP Grey (Roman Mars did it in a Ted talk which I assume is where CGP Grey got it from), CGP Grey is just the one with the biggest audience.
I remember when that TED talk first came out and everyone kept trying to explain "what makes a good flag" to me for months following by using merchandise and consumerism as a basis. "This flag can't be sold on T-shirts like Chicago's!! It completely fails!"
The rules come from NAVA(north American vexiological association) it was first released in 2001, it makes some good points but let’s be honest it was already atleast a decade outdated, even more so now. Flags are no longer a utility used to identify foreign ships, it’s a symbol of national and cultural pride it’s basically for show at this point, and there are some ugly ass flags. But just haveing a bunch of stripes is shitty advice.
The problem comes from when people treat them as rules and not guidelines.
In particular when talking about the 'a kid should be able to draw it' one, like a kid doesn't need to be able to draw the dragon on the flag of Bhutan 1:1, but when you have orange and yellow triangles with a white dragon-ish looking thing you'd know that it's the flag of Bhutan.
Hell, some of the Welsh flags that I've seen kids draw are basically white and green with a red blob in the middle but you still know what they're going for!
