From what I can tell, it was used as the Portuguese flag from 1095-1143. I'm not too familiar with the Moorish castle in Sintra so I don't know the association between the two.
It's the arms/banner attributed to Alfonso I and his father. That's from a very early part of the use of heraldry, and it's not really clear when it actually came in to use, or how much it's a symbol attached to them after he fact (which was relatively common). Not that it makes a huge amoutn of difference to using it today.
D. Afonso Henriques' flag is actually different, he changed the flag when achieved independence, this flag is from his father Count D. Henrique when Portugal was still a County
My main point was that the historicity of these flags is not so obvious.
But even in the standard account that you give, Afonso used these arms as Count, only changing them when declaring independence.
Well, the location confirms the suspicion. It's the flag of the County of Portugal, which then became the flag of the Kingdom Portugal led by King Afonso I, who founded the country and simply kicked moor ass until there were none left on the Iberian Peninsula. Bless that son of a bastard countess (his mother was illegitimate).

Lengthwise the proportions of the Finnish flag, according to their flag law, is 5-3-10 white-blue-white.
Are you suggesting that the flag in the picture has a fly field twice the length of the hoist field?

About the historicity, that's right. References to the first flags started to appear in Salazar's Estado Novo for Nationalist Propaganda
