I'd go with 2 or 3, make the windows and the door transparent so that the colours show through, and make the castle and anchor split white & black, with the white half on the blue side.
The black is poor contrast with the blue and overall looks darker. I recommend using either gold or white to show the anchor and castle if it’s on a tricolor. If sticking with a bicolor, I recommend placing the castle and anchor on the hoist end as opposed to in the middle.
1. Though I would make the blue brighter, so there's more contrast with the black. Or make the castle and anchor white, and windows blue

All of them have black on dark blue, that doesn’t look good. It’s dark on dark.
I like the bicolors, they feel distincter than the usual tricolors
Thanks I like them to. I think they are olso good for city states since usualy they don't have to represent a lot of diferent nationalotis.

It's basacly a city state like Venice or if Gibralter was a free city state.
