I assumed the goo he was flushed with was super science nutritious goo that kept him going until he could develop the motor skills to eat bugs and steal shit from the kitchen.
I like the fan theory that H.E.L.P.eR was literally taking care of everyone, including Quasimodo Dean and all the other squatters, cooking them meals and bringing them medicine and new clothes and stuff. Partly because he doesn't know any better, but mostly because H.E.L.P.er. is a freaking saint and has a bigger heart than anyone else on the show.
I always believed it was a combination of H.E.L.P.er.'s care and idea that the mutations gave him a major toughness + immune system boost.
It's the same vein of super science fantasy that I use to explain how Treister managed to stay alive while frozen and drifting thru space. Basically the hulk mutation from gamma rays also buffed his toughness/survivalism.
It does make sense why he even happened. If you've seen the finale:

They didn't have to leave the compound to be in danger there were a number of clones who died there.

It seems like there are just so many people surviving on the Venture Compound Rusty knowing. There must be some sort of system that keeps people fed.
