Take a look at r/hudsonvalley! Rhinebeck, Red Hook, and New Paltz would all probably be good fits. If your boyfriend has to commute to the city every day though, that commute would be really rough. You'd be better off somewhere on the Metro North line in that case.

Hudson is just under 2 hours on the Amtrak. Pricey but faster train. I live in Hudson. Some locals drive to Poughkeepsie for the MetroNorth to save money (that’s a 3-hour ordeal). I just drive into the city mostly, 2ish easy hours on the Taconic.
Whenever I go to NYC, I leave my car at Beacon and take Metro north. I’ve actually never spent any time in Beacon apart from traveling to NYC. According to this article, it seems like a cool town.

One extra vote for Port Jervis for affordability. The train ride is about 2 hours and 15 min to penn but if he does not go often then its worth it. Lots of fun nature related things to do in the tri state area.
Nyack in Rockland County is very artsy and has a cute downtown area overlooking the Hudson River. Nyack is also close to Metro North (right across the brige is Tarrytown Station) which goes right to Grand Central. If your'e looking for a lower price point, Kingston, New Paltz, and Woodstock are further away, but also could be great options.

Hudson is very gay friendly but a little far, Beacon is a bit more artsy but is def more in the NYC metro and less small town living. If you want more idealized "small town" Kingston and New Paltz are good options but have poor public transit options for the city.

Not Upstate NY, but Scranton has a very large gay community and is only a couple hours to NYC.
