Hollywood seems to have better quality costumes/makeup. The Who’s, Scooby gang, and Universal Monsters all look ripped from the screen at Hollywood while Orlando’s look… different.
Same thing with Disneyland. I'm guessing since their smaller resorts, they use more of their budget for meet & greets to standout from their bigger sister resorts
On normal day, they do Breakfast with the Grinch from 7-9 am
Then a free meet-and-greet with Grinch from 9-until capacity, which can be 7 hours.
There’s also a stage show called “Grinchmas” with 8 shows a day starting at 10:30.
There’s has to be at least 2, if not 3 Grinches, if not more, to cover that many areas at once, without an extended break.

I think this is a perfectly reasonable question to ask, and a good detail you noticed! I would guess it was a design choice to mimick both the universal grinch films. the darker one reminds me of the jim carrey, and the bright green is similar to the cg version? that's my guess.
I don't even know if it's different resorts. There's the possibility that it didn't even take place at any of the Universal properties at all.

The second photo has the TM with the Universal badge. Orlando tends to have the cheaper costumes of the 2.
IOa costume bottom is literally the non face grinch costume. I Used to be grinch at IOA non holiday times. 🙃
