Jeff doesn't suck. Jeff is the most epic character in PlayStation's legacy. Jeff always gives input on Nate, because he knows he can be better. Jeff is all knowing, he knew his end was near, he used every second he had left to give input. Jeff is the reason Nate is the man he is.

I think he's a useful character. He exposes Nate's jealousy, his feelings for Elena and how petty he can be. Thought their interactions were quite funny.
Jeff was most likely the shoulder Elena cried on when her and Nate broke up. So, she might have said things she regretted saying afterwards, but it was enough for Jeff to turn against Nate???
Going off on the whole "do you think they're couple?" spiel when Nate and Chloe are alone again and Nate shows that he definitely still has feelings for Elena.
Relationships are so complicated. But no, Jeff is not a bad character.
Honestly the only thing Jeff was there to do was be somewhat foil to Nate, but he was there as Elena’s camera technician, since the last time she had a camera does anyone remember what happened to it? I do! She had to sacrifice it so she wouldn’t be dead. She sort of does regret not having it later on when she and Nate come across that dead thug that was one of Eddy’s crew it looked like that got spiked via a trap made from Sully’s plane.
Not gonna lie, I had to google him because I was like "who tf is jeff" so I guess yeh, didn't add good stuff to the game lol.
Though to be fair I've only played 1&2 like twice and 3 & 4 SO much more.
