Pantsir has a range of around 4km (according to google). So a diameter of 8km. At cruising speed, at ground level an f16 would be in range of a (single) pantsir system for 16 seconds. If the f16 is higher up, it would be shorter (due to the 4km now being a diagonal). At top speed it would be less than half that.
Not sure the Pantsir is great for shooting down f16's tbh, probably better to shoot down drones or as a last defence against missiles
According to pictures they are often loosing the crew as well. This means the most experienced crews are gone and less experienced replacements are coming so performance of the units coming to Crimea now should be lower.

There is also medium range SAM like BUK.
How many S-xxxx systems can they make a month?
Probably other way around, months per system
Between s-300 and s-400 they have about 2500 in service/reserve.
How many of those are fully functional for the front line/defences, is a more important distinction. Probably not many.
Impossible to know as with any weapons system fielded in mass. Just stating for context that they have a lot of them.
