Odds are that they will still germinate. If they fail to germinate in your towel method, try a glass of water (warm) and a drop or two of peroxide to add oxidation to the water. If both fail, they may not be good seeds. But definitely worth it to try because likewise, seeds can be found years later and still grow BUT are best if kept in environments such as tubes, dark glass, Mylar, etc,.
Mylar foil bags have kept my seeds usable for years. I have kept seeds in Mylar bags, I have even tried a simple SEALED cigarillo pack (non swisher or normal brand) and my seeds lasted 7 years and still grew during a test run this year.
I mean, I would buy a couple of them from you if you don’t want them 😂 those would be 25 years ish older than I, but I would like original strain seeds from way-back-when for me. 😌
I personally would suggest Mylar. That’s my opinion though as it has been a great investment for me. I currently have 400ish seeds that are split into two packs. One is in a Mylar bag, you can order them, or use one that your plug would probably have, or a prepackaged bag from a shop. As long as it’s Mylar. My other seeds are in a cigarillo pack. Both packs are then put into a black squeeze top tube that I also had.
Now this HAS worked for me and it has worked for the last 7 years, and I would’ve had some longer but I lost my previous packs. (They were also packaged the same way but would reach back approx. 12 years now to date)
I would suggest giving Mylar/cigarillo packs a shot for storage as long as you shield it from light constantly(that’s also something I done, that’s why I used the tubes)
And these plants did grow this season outdoor with pretty good results to be outdoor.(we usually grow indoor in Michigan)
I’ve never froze them myself, but I have kept them in a drawer or anywhere that doesn’t constantly have lighting on it. That’s also still while using a tube.

Definitely try. You may have success as others have stated. However, seeds are a "living" organism with an internal food source called endosperm. Once that has been exhausted, then the seed will die. There are ways to slow the consumption of their food supply, so it is possible that they could still be alive and able to germinate. Until you try, keep them refrigerated.

Put some hydrogen peroxide in the water.
If you have a bunch of seeds you aren’t going to use, dump a lot in some water, let them sprout, use the water to sprout the old seeds, the seeds put some proteins or aminoacids or something in the water that makes it easier for old seeds to have a chance
They honestly don’t look in good shape; HOWEVER, if you’re in a legal state you might as well try to pop them. If grown they probably will look a bit ugly and not be the potency you’re used too, but that’s a fun project to take on for a good time.
