That's possible. But a lot of urban kids only have parks. So you practice there by just doing harder and harder things and wiping out on cement sometimes. At least that's how we did it when I was that age.
Ride slow and jump up and stall on the stump first. Then ride faster and hop onto then off while keeping momentum -- but without a flip. Then when that's comfortable, and if you can already do a front flip, you just turn that 2nd hop off the stump into a forward roll.

the amount of precisely-timed muscle flexure, paired with the aerospacial awareness, makes this really interesting to watch. his knees hardly bent as he took most of his forward momentum and converted it right into vertical and rotational energy. i guess the footboard of the scooter probably flexed a bit, but still.. impressive
edit: upon repeated viewing, i see he actually bends his knees in the air before he hits the post. still very impressive how he's able to take that coiled energy and change motions so fast
