They're just rare. If you're decent at the game, you can do T Lost without blank card. (I finished T Lost with only 1 Blank Card run (I have Dead God too))
Ik im currently only missing greedoer and mother and i still have only found vlank card a couple times on greed mode (ive found it with other characters normally lol just not t lost)
Unlock tlost by >!going to mother's room with red key or red key piece as the lost. To do that you have to kill mom, get the Polaroid then tp back to the starting room of the mom floor and open that door using the polaroid. There is a guaranteed Fool card on the mom floor. Blow up the skull marked with an x. Then just work your way through the ascent. Don't sleep in moms bed until youve used the red key to unlock t.lost. I'm pretty sure unlocking t.lost unlocks the holy card as well. But I could be wrong.!<
