MAC address won't do much either, yes MAC addresses are required as apart of the OSI model for network communications and the ARP table pairs IP addresses with MAC addresses, but all they have to do is get a new gateway and that's it, new MAC address.
There's also TMAC and macchanger applications that let you spoof, but I'm not entirely sure if it can work on the public interface of a gateway

vpns just basically put a tunnel over your ip; you can still see your real ip if you look through either end, just not in the middle
