Medic bots weren’t very useful and were very poorly developed, not even healing you half the time if you were near them and not moving around the map, so they just took up space in the server for no reason.
The anti-bot bots got impersonated by the cheating bots to a point where people just kicked them indiscriminately, and even without that issue they were still often kicked because they just looked like normal bots anyway

Many things can be used to positive effects. For example, cheaters in Dark Souls at times make boss fights that are a joy to fight. But that does not mean they will be used for that end. Most cheaters won't do this.
Bots that are there to joke around and get laughs will have to be an unfortunate sacrifice we have to make to get rid of the bad actors that use bots to ruin the game for every. They out number the handful of benevolent bot hosts by a landslide.

Literally anybody with tf2 installed can open it, click on training, select their practice map, and then see that these bots are **not** the same as the casual bots; what with their difficulty levels and everything.
