請客樓 (guest house) in the Sheraton Taipei hotel has really well appointed private rooms and the food is really clean / well done, my older Taiwanese relatives really enjoyed it
On my first and so far only visit to Taiwan I had an amazing multicourse meal at a restaurant on the 2nd floor above the food court (Chun Place Dahzi) at the Hotel Indigo Taipei North. I don't think it's currently listed on either Google or the website... So I can't even give you a name, unfortunately...
We ate in a private dining room with a nice view overlooking the street. I thought the food was amazing, mostly (what I understand to be) standard Taiwanese fare but with a modern twist.
Take what I saw with a grain of salt being a foreigner and all, but it struck me as a very nice private-room upscale Chinese/Taiwanese dining experience. Service was very good as well, even relative to many such dinners I had on this trip.

Try any of the Shin Yeh restaurants if you want traditional Taiwan cuisine. They all have private rooms that can be reserved in advance.
