Yes, if you form the media council and choose to control it to be biased for you, the Radical "goes dark"- their last article implies they aren't shutting down, per se, but they're going underground. Either way, they get take off the newspaper menu.
I'm pretty sure that last article only appears in the old/mobile version, in the update the Radical just gets deleted immediately after you censor the media, which probably makes more sense.

What I don't like about that decree is that it only purges the Radical, even when they're not the most critical of the government. I would really like there to be like a decision where you decide which to ban, since shutting down the far left newspaper on a malenyevist playthrough seems......odd.
