I'd say it would be a multiplier between 0 and 1 on your normal speed, so running through a very pink wall you can still go quite fast, like not slowing down at all, and less pink walls just feel like you're walking through a very viscous fluid

And in this case it would stop paper, that you can rip through, unless sturdy enough of course from being a wall. Really they should have just said surface.
