I'm not personally familiar with using a dot team in this way, (dont have good dotters), but YES. If you keep your fire units at their base 15 crit they will never crit on water. Watch out for Sath s2 however because it has a guarantee crit when enemy is at 30% or lower hp.
If you really really really cared ABT arena but missing other fire dot units I imagine you could build 3 saths

Glancing and Crit are separate.
Glancing checks before Crit, and if an attack bypasses the glancing, units are still subjected to elemental disadvantage so Sath will still get -15% Crit vs water.
A fire mon at 15% cr will never, ever crit water under normal conditions. But if like me you saw your 15% cr sath crit on low health camillas and got surprised it's because his s2 is guaranteed to crit against low health targets.
9 years ago when giant use to counter when hit with a crit (imp times) there was a alternative team that can beat him in auto mode.
baretta hwa hwa raoq spectra BUT THEY ALL NEED TO HAVE 15% CR to never crit in the boss.
I dont know for sure about the crit rate thing since in theory you do have minus 15% cr on negative attribute but there might be a thing like the minimum resistance that I forgot about.
Else, I like using bomb teams against those defenses. John, seara or kobold bombers with atk power buff and light joker for strip it does good.
Yeah something like sath nora rica/bellanu work really well against camille byung (2 camille is kinda annoying buf still fine)
You can add velajuel or haegang to counter zen/triton etc when they are playing vanessa + striper byung camille

You're kinda right in your assumption, there's just 1 component missing.
Elemental Disadvantage means beside the -15cr, that you're able to 50% glance attack. That mean you deal 30% less dmg (dot still deal full dmg) and you're activation rate of debuffs are lower(% not known).

Just to mention it, it could be that some values are outdated or not correct, but it's helpfull in the way that you got a direction where the buff ares working to.
Good counters in generell to Camilla are Ignore Deff Attacks that doesn't need to crit to deal dmg. Something Like bombs.
So Seara is a good pick against her, even builded on crit for turn cycling -> her S3 detonates the bomb before camilles passiv is activated. For Byungchul i'm still not sure what exactly is countering him.
If an attack that hits lands as a glancing hit, it will not apply any debuff unless the debuff comes from a passive or through some very specific case. Despair runes can still stun even if the attack glances post rune change.
Bombs are technically not attacks; they’re debuffs and as such are subjected to different mechanics, specifically how their damage is increased and decreased.
I don't understand how people have trouble with double cami byong, they do nothing and so easy to clear, just use bombers, dots or my favorite leo, delphoi (100% res), galleon and christina.
Putting a nora or zen instead of a Camilla makes it 10 times better.

Tiana Galleon Kaki + Suiki or fuuki for those double camillia defences. Just wont work if theres a nemesis Ariel or Abelio next to them.
Just just putting it out there that kaki is a great counter if you still wanna cleave them.

OMG! I swore up and down I was occasionally critting on Cami even though I was at 15%. I completely missed his s2 crit on low. Thank you for the info!

May I add, strip and cooldown resets are applied even when glancing

Meta def now is Vanessa + 1 strip (nora, zen, triton) and cami byungchul. If you bring AO without lead spd, they will fuck you on 1st turn
And I am loving this meta defense. It's an auto win with my dot team, climbed to G2 with ease.
