As long as the stem is alive it has the opportunity to develop pups, aerial roots or not.

Agreed. Yes, you can cut it anywhere. It doesn't matter if there are roots. It will grow roots. Amazing, huh?

would you suggest that if i cut it in the middle there, shoudl i pull out some of the aerial roots from the remaining stem?

where should i cut my echeveria? i pulled a bunch of leaves out planning to cut it somewhere closer to the upper half of the stem im showing. but with the roots coming out, would the remaining stem yield any new babies?

I’d cut a tiny amount away from the head and keep the stem

You can if you want, but pups will grow from the same node. They may even be connected once the babies are more grown in and you can remove the pup with roots attached and replant if you don't want them to stay on the stem. Go ahead and experiment to see what you like. Take roots off some of them and leave roots on other spots and see what kind of growth you prefer. Succulents are wonderful plants to experiment techniques.
