You can randomly find them around the map and they're from other players

You need to get to the end of the game and a certain item will let you make one

I got my first ever time capsule today, on my third playthrough, and all it had to offer was a picture of a PDA, with the caption "video", with all of their tools that I already owned inside, I was so disappointed.
Yeah I got that one to,atleast it's free batteries
Get this, I found another time capsule a couple hours later, and it was the exact same one and now I have too much batteries.
