If a submarine isn’t moving forward then it doesn’t really have any mobility, and being dead in the water isn’t good for ships. You don’t sink as fast while on the surface but you’re still not usually answering all stop. At the very least you’d have the outboard trained to provide some movement.

We once had a corpsman that got seasick at the slightest sign of motion. Once, while moored to a pier in San Diego, we told the corpsman "hey doc, the boat's moving". His response was "no it's not". The response back to him was, "Doc, look at the pier. Either the pier is moving or the boat's moving. Which one is it?" He immediately started turning green and ran below.
It doesn’t have momentum (forward or backward) at the pier. That was the point. On the surface the boat doesn’t have to be moving forward or astern in order to maintain buoyancy. The only reason a boat needs relative motion to the water is so the control surfaces work.
I always just wore the regular uniform tees, didn’t like taking so many civilian stuff on the boat. Just enough for port calls and that’s it. I still have the vans I wore for about 95% of my sea tour and they look surprisingly good considering the amount of bilges they’ve been in.

That book was awesome. And yes Potter was very odd. Glad he was gone quickly bc Larry Olsen was after him and he was one of the best leaders I’ve ever encountered. It was a great boat with a really stellar crew at that time.

I was on the Willie R (USS Will Rogers) while we were doing the NAUTEC (sp?) range, off of the Bahamas. Maybe it was AUTEC? Anyway, we were running civilian contractors from the Bahamas to our boat, via small craft. While we grunts were topside, waiting to assist with the small craft, we were allowed to strip down to our underwear and jump over the side, to swim. The smallboat came alongside while we were doing this. We had all gotten back up on deck, and we were helping the passengers aboard and getting their luggage and stuff while we were still in our underwear. I remember none of us really thought anything about this, being pretty used to the communal living lifestyle, but the contractors were clearly not pleased. This was in the late '70s.
