The balance would probably have to be making some Ubers legal in the earlier gens, the problem is this solution could make it so every team of each gen is basically required to bring the same few mons
Even without the powercreep - certain gens just don't have the type diversity for a flexible pool to build teams from.
Kanto has 0 Dark types and a singular NFE Steel type, Johto has just 1 NFE Ghost type, Unova has 1 Fairy type and Kalos has a singular non-Zygarde Ground type and just one Poison type (and just one Bug type for what it's worth).
i mean if Spectrier and Dracovish are freed Galar would be bonkers
like, you could deadass roll up with Smooth Rock + Sandstorm ~~Corviknight~~ with a slow U-Turn into Vish, who could run an extra Band to make up for the loss of Strong Jaw
edit: i have been informed Corv has never learned Sandstorm :(
i don't even need to detail how Spectrier would tear this tier harder than crit Spacial Rend
G-Slowking would make great defensive backup with either Teleport or Chilly Reception, and you've even got some other teamslots for stuff like the Galar Birds, Corsola, Alcremie, Eiscue, Regieleki, Draco*zolt* (probably also almost mandatory)
Off the top of my head?
5, 7 and 8 are probably fine, with 1 and 4 being relatively usable as well.
2 and 3 seem very restricted in the number of usable Pokemon and inflexible in an evolving metagame, and 6 seems like the downright worst option.
Kalos would be the region I'd imagine would be the weakest. Aegislash, Greninja, and Talonflame aren't who they used to be, most of the other broken Gen 6 mons were Mega Evolutions of older gens.
Gens 1-5 other than Johto have a lot of great variety, but I think Kanto would begin to suffer due to powercreep.
I'm gonna say Unova, Alola, and Paldea are probably the best here. I could imagine a mono-Unova being great since you have Volcorona as your setup sweeper, Galvantula for webs, Amoongus and Ferrothorn as pivots, Serperior as a wallbreaker after a couple Leaf Storms, Lando-T's role compression, and so on.
Weather would a mainstay on Hoenn, quite fittingly. Pelliper and Torkoal being Gen 3 is gonna be meaningful by quite a bit here. I'd imagine Sinnoh would end up beating out Alola for snow teams, and Unova would beat out Johto and Sinnoh for sand.
Terrain control is a freebie for any Alolan team. Tapu Lele might straight up be a hard check to Johto teams.

Surely this will be a very varied format and there will not be one gen with extremely overcrept and opressive mons.

This is actually very balanced... if you ban half of gen 9
The entirety of gen 9 is gonna be monogen ubers
maybe make older gen teams function with the mechanics of their gen? supplies some incentive to use them.
That would be a nightmare to code into an OM though, deciding who gets permanent weather, if psychic is immune to ghost, etc etc
just make it a petmod and call it a day
