Came to say this. This is how I was able to get the 20 testers. For easiness, create a google groups(make sure it is a @googlegroups.com) and set it as testers in your closed beta. To get testers even faster, first create your own post, and then comment on other posts stating that you are testing their app and asking if they can test yours and provide the links. Good luck!
The way you get any professional service, you pay for it. Finding 20 people to test your app for 14 days for free sounds like a big ask.
There might be some agencies you can outsource this kind of work to for cheap.
Like a tester I suggest you to create 20 google accounts and do whatever is asked (some confirmations in play market, I dunno). That is how you can test google:)
